The U.S. has new intelligence that Russia is planning to annex more Ukrainian territory, the Biden administration said Tuesday. Briefing reporters at the White House, John Kirby, the National Security Council’s strategic communications coordinator, said such a move would be “illegal and illegitimate,” and that Russia would face extra sanctions. Kirby said the U.S. would never recognize what he called purportedly annexed territories belonging to Russia.
